Memorandum of Association
The
name of the Society is the State Council of Educational Research and Training,
Delhi (hereinafter referred to as the ·’Council').
2. The Registered
Office of the Council shall be situated at Delhi in the premise of Varun Marg,
Defence Col()ny, New Delhi - 110024. The address of the SCERT is as follows :-

3. 1. The objects of the Council shall be :
i)
To assist and advice the
Administration of Delhi in the .implementation of its policies and major
programmes for human resource development, especially in the field .of education,
Human and child development, national integration and other related affairs.
ii) To promote Educational Researches and
Training of. teachers and other personnel.
w)
iii) To develop the
curriculum, aiming at an allround development of the child, and at all levels
of Education.
iv) To develop and produce the
teaching-learning materials.
v)
To develop Educational
Technology for use of the teaching learning activities and training programme
and to provide Distance Education.
vi) To devise the systems and approaches
for qualitative education.
vii) To develop a
scientific process of evaluation of the pupil and the educational programmes
and institutions.
viii) To develop
the strategies to achieve the goals of education for equality.
ix)
To established linkage with NCERT, various Deptt. of Universities of Delhi,
Administration of U.T. of Delhi, Deptt, of Education, other educational
insti~utions of Central and Delhi Admn.
x)
To develop, adopt/adapt & produce
curricular materials, teXt books and other related instructional materials.
xi) To provide all
types of Educational materials & guidance to the . disadvantage group.
xii) To guide,
develop & provide Educational materials for nonformal Education/Educational
Functional literature.
xiii) To promote
and assist Delhi Administration in SUPW &
Vocational Education in the State /U.T. of
Delhi.
xiv) To improve the
existing examination system and to make question Book in different areas for
School Education.
xv) To provide
pre-service and in-service training of teachers on all levels of school
education ..
3. 2. For realization 'of these
objectives, the council may undertake any or all of the followirig functions,
programmes and activities:-
i)
To undertake, assist,
promote and branches of education.
ii) To organise pre-service
and in-service training at elementary, secondary and also at an advanced level
iii) To organise
and provide extension se are engaged in educational research an
iv) To experiment.
develop and/or to disseminate improved
educational techniques and practices in schools.
v) To develop the curriculum and
instructional material.

To undertake the preparation, evaluation, revision and production of
teaching-learning materials to improve the quality of education.

the possibilities of use of Educational Technology in teaching-learning
process.
viii) To
assist and advice the various agencies of mass media for propagation of
education.
ix) To
experiment and recommend for the implementation of scientific pupil evaluation of pupils at all levels .

To devise the systems and
approaches for efficient management evaluation and monitoring of educational
xi) To suggest measures for the
education for equality.
xii)
To' frame the programmes' and suggest the initiation of action to achieve the
universalisation of Elementary Education.
xiii) To suggest measures for ensuring
qualitative education;
xiv) To.select and suggest the
techniques for distance education
xv) To
identify the talented children and plan (NTS & JSTS).
xvi) To plan,
execute and evaluate the educational programmes in the State of Delhi.
xvii) To develop
the State/UT and District level Resources Centres in the StatelUT in the various
frelds of education.
xviii)
To design the curriculum and learning materials of teacher education and work
out the process for enhancing the potentialities of the teachers.
xix)
To help local bodies for Primary and Pre-primary education/middle/ secondary/Sr.
Sec. education of Delhi and other State/Centre level institutions,
organisations and agencies in developing and implementing programmes for
qualitative improvement of education.
xx) To collaborate
and cooperate with National and other Centre/State level institutions for the
furtherance of i.ts objectives.
xxi) To establish,
in any part of the State/UT, such institutions as may be necessary to realise
its objective.
xxii) To act as a
clearing-house for ideas and information on all matters relating to education.
xxiii) To advise
the Delhi Adminstration and other educational organisations and institutions on
matters relating to education.
xxiv) To develop and manage the
educational information system.
xxv)
To develop and/or publish such books, materials, periodicals and other
literature as may be necessary for .furtherance of its objectives.
xxvi) To function as a link organisation
between the National/State/UT and District level institutions.
xxvii) To acquire by gift, purchase, lease or otherwise
any property, movable or immovable, which may· be necessary or convenient for the purposes of the Council and to
construct, alter and maintain any buildi[lg or buildings for the purposes of
the Council:

To draw, make, accept, endorse, discount and negotiate with the Admn. of Delhi
the promissory notes, bills of exchanges, cheques or other negotiable
instruments:
xxix)
To invest the funds of the Council in such securities or in such manner as may
from time to time be determined by the Executive Committee and from time to
time, to sell or transfer such investments;
xxx) To
sell, transfer, lease or otherwise dispose of all or any property of the
Council, and
xxxi)
To do all such things as the Council may consider necessary, incidental or
conductive to its primary objectives of promoting educational research, advance
professional training of educational personnel and the provision of extension
services to . educational institutions.
4. a)
The institutions and other programmes conducted by the
Council shall be
open to persons of either sex, and of whatever race, creed, caste or class and
no test or condition shall be imposed as to religious belief or profession in
admitting or appointing members, students, teachers, workers or in any other
canoctions whatsoever: and
b)
No benefaction shall be accepted by the
Council which, in its opinion, involves conditions or obligations opposed to
the . spirit and objectives of this rule.
5.
The income and property
of the Council, however derived shall be applied towards the promotion of the
objectives there of as set forth in this Memorandum of Association, subject
never-the-less in respect Of the expenditure of grants made by the Admn. of
Delhi. No such limitations as the Admn of Delhi may, from time to time, impose.
No portion of the income and property of the Council shall be paid or
transferred, directly or indirectly, by
way of dividends, bonus or otherwise, however, by way of profit, to the persons
who at any time have been members of the Council or to any of them or to any
persons claiming through them provided that nothing here - in - contained shall
prevent the payment in good faith of remuneration to any member there of or
other person in return for any services rendered to the Councilor for travelling
allowance, halting, or other similar charges.
6. The
Admn. of Delhi may appoint one or more persons to review the work and progress
of the Council and to hold enquiries into the affairs there of and to report
thereon in such manner as the Admn. of Delhi may stipulate and upon receipt of
any such report, the Admn.of Delhi takes . such action and issue such
directions as it may consider necessary in respect of any of the matters dealt
with in the report and the Council shall be bound to comply with such directions.
In addition, the
Admn. of Delhi may at any time issue directions to the Council on important
matters of policy and programmes.
7. The names and

RULES
PRELIMINARY
1. Short
Title : These Rules may be called ‘Rules’ of the State Council of
Educational Research and Training, Delhi.
2. Definition :
In these Rules, unless the content otherwise required :
i)
The ‘Council’ shall mean
the State Council of Educational Research and Training, Delhi.
ii)
The ‘President, Senior
Vice President and Vice-President, shall respectively mean the President,
Senior Vice-President and the Vice-President of the State Council of Educational Research and Training, ’ Delhi.
iii)
The ‘Executive Committee’ shall mean the body
which is constituted as such under Rule 26 as the Executive Committee of the
Council.
iv)
'Chairman,’
shall mean the Chairman of the Executive Committee under these rules.
v)
The
'Director' shall mean the Director of the State Council of Educational Research
and Training, Delhi appointed by the Government of Delhi, under Rule 15.
vi)
‘The Administrator’ shall
mean the State Govt. Delhi Administration.
vii)
The
'Officers and Staff of the Council, shall mean every officer mentioned in Rule
14 and every other Officer and member of the Staff appointed by or The
'Officers and Staff of the Council, shall mean every officer mentioned in Rule
14 and every other Officer and member of the Staff appointed by or
viii) The State
School/Institute/Centres of Education shall mean such
State/Schools/lnstitute/Centres of Education as may be established by the
Council for the development of its programmes and furtherance of its objects.
ix)
The
'Institute' shall mean such State/District level Institutes . within the Union
Territory,. Delhi as may be established by the Council or Delhi Admn for the
furtherance of its objects.
x)
Centre
for Educational Research and Training (CERT) and the District Institute of
Education Training Institutes (DIETs) shall mean such teachers Training
Institutes established for Educational Research and Studies and for
pre-service and inservice training of school teachers. and personal working in
non-formal and adult education system that may function under academic
guidance of the Council.
xi)
The
'Secretary' shall mean the Secretary, State Council of Educational Research and
Training; Delhi appointed by Delhi Administration under Rule 15.
xii) (1) Words importing the
singular number also, include the plural number and vice-versa.
(2)
Words importing the masculine gender also, include the feminine gender.
xiii) 'Year' means the
financial year ending. on 31st March of the Calender year.

4. a)
The Council shall function as an academic advisor to the Department of
Education, Delhi Administration, Delhi in formulating and implementing its
policies and programmes as enunciated in the objectives clause of the
Memorandum of Association.
b) The
Council shall be the Policy making general body and shall have authority to
amend Memorandum of Association and Rules of the Council.
c) The
Council shall have powers to nominate members in various Committees as provided
in the rules as per the procedures laid down in the regulations.
5. Roll of Members
The Council shall keep a Roll of
Members giving their names, addresses and occupations and every member shall
sign the same.
6. If a member of the Council changes
his address, he shall notify his new
address to the Secretary, who shall. thereon enter his new address, given in
the Roll of Members shall be deemed to be his address.
7. Duration of Membership
Where a member of the Council
becomes a member by reason of the office of appointment he holds, his
membership of the Council shall terminate when he ceases to hold that office or
appointment.
8. Members appointed by the Admn. Delhi hold
office for a period of 3 years or such period as may be specified by it at the
time of their appointment or as may be extended by it from time to time.
9. a}
All out going. members shall be eligible ,for reappointment as . member of the
Council.
b} A member ofthe Council shall also be
eligible for the membership of the Executive Committee and other Committees.
10. Members of the Council shall cease to .be
.such members if :-
a)
they die, resign, become·
of unsound mind, become insolvent or be convicted of a criminal offence including moral turpitude, or
-
.
b) They· do not attend three consecutive
meetings of the Council without proper permission of the President.
11. A
resignation of membership of the Council shall be tendered to the secretary and
shall not take effect until it has been accepted on behalf ()f the Council by the President.
12. Vacancies :
Any vacancy in the membership of the
Council shall be filled up by nomination by the authorities entitled to make
such nomination, and the persons appointed hi the
vacancy shall hold office only for the unexpired period of the term of the
membership unless ,extended ,by the
nominating, authority.
13.
The Council shall
function notwithstanding that any person who is entitled1o be member by reason
of his office, is not a member of .the Council for the-time being and not
withstanding any other
vacancy in its
body, whether by non-appointment or otherwise,
and no act of proceeding of the council shall be invalidated merely by
reason of .the happening of any of the events or of any defect in the appointment
of any of its members.
Officers and Authorities of the Council
14. Officers :
The
officers of the Council shall be the ‘President’, ‘Senior VicePresident’ ,
' the
‘Chairman', the ‘Director',
the ‘Secretary' and such other
persons as may be designated as such by the Executive Committee.
15.
The Director and the
Secretary of the Council shall be appointed' by Delhi Administration which
shall prescribe their remuneration and other terms of service. However, the
first appointment. of the Director shall be made by the Delhi Admn. out of the
Directorate staff not below the rank of the Additional Director of
Education.The said Director shall be appointed for the period of 2 years or
upto the age of 60 years which-ever is earlier. The Director so appointed shall
draw the same Salary which he or she shall be getting as Additional Director of
Education.
16.
Authorities:
The following shall be the authorities of the Council ::...
i) The Executive Committee, and .
ii)
Such other authorities as may be constituted by the Executive Committee
Proceedings of the Council
17.
Meetings:
i) The Annual General Meeting of the Council shall be held
at such time, date & places as may be determined by the President
ii) The President may convene a special:
meeting of the Council whenever he thinks fit or at
the· written request of one fourth members of the Council
18. Except as otherwise provided in these
Rules all meetings of the Council shall be called by notice under the signature of the Secretary.
19.
Every notice calling a
meeting of the Council shall state the time and place at which such meeting
will be held and shall be served upon every member of the Council not less than
twenty one dear days before the day appointed for the meeting.
20.
If the President, Senior
Vice-President and, the Vice-President are not present at the meeting of the
Council, any member of the Council chosen at the commencement of the meeting to be the chairperson. shall be the chairperson of the
meeting.
21.
Ten
members of the Council present in person shall form a quorum at every meeting
of the Council.
22.
If within fifteen minutes
from the time appointed for the meeting, no quorum is present, the meeting
shall stand adjourned. The adjourned meeting may take place after two hours on
that every day or as decided by the President. At such an adjourned meeting no
quorum shall be necessary and the members present may transact the business for
which the meeting was called for.
23. i) All
disputed questions at meeting of the Council shall be determined by vote.
ii) In case of any equality of
votes, the chairperson shall have a
casting vote.
24. The
Secretary shall keep a record of the proceedings of the Council and a copy
thereof shall be sent to· the Delhi Administration.
Executive

25.
The Executive Committee
shall be the Governing body of the Col.Incil as described in the Memorandum of
Association.
26.
The affairs of the
Council shall be administrated, subject to the Rules and regulations and orders
of the Council, by an Executive Comrnittee which shall consist of the

27. Duration of Membershlp
(a)
The term of office of the nominated or appointed members shall be- three years.
However, the authority which nominated or appoints a person to be the member of
the Executive Committee shall have the power to termination or extent the
member. ship at any time.· If a member of the Executive Committee become a
member by reason of the office or appointment he holds his membership of the
Executive Committee shall be terminated when he ceases to hold the Office or
appointment.
(b) Every outgoing member shall be eligible for
the re-appointment.
28. Members of the Executive Committee
shall cease to be such members if:-
(a) They die, resign, become of unsound mind
become insolvent or be convicted of a criminal offence involving moral
turpitude, or
(b)
They do not attend three consecutive meetings of the Executive Committee
without proper permission of the chairman.
29. A
resignation of membership of the Executive Committee shall be tendered to the
Secretary and shall not take effect until it has been accepted on behalf of the
Council by the President.
30. VACANCIES :
Any vacancy in the membership of the
Executive Committee shall be filled up by appointment or nominations, by the
authority entitled to make such appointment or nomination, and the persons
appointed in the vacancy shall hold office only for the unexpired period of the
term of membership unless extended by the nominating authorities.
31. The Executive Committee shall function
notwithstanding that any person who is entitled to be a member by reasons of
hls office is not a member of the Executive Committee for the time being and
notwithstanding any other vacancy in the committee whether by the non appointment
by the authority entitled to make the appointment or otherwise and no act o~
proceeding of the Executive Committee shall be invalidated merely by reasons of
the happening of any of the above events or of any defects in the appointment
of any of its members.
32. The Secretary of the Council shall be secretary of the
Executive Committee.
Proceedings
of the Executive Committee
33.
Every meeting of
Executive Committee shall be presided over by the chairman and in his absence
by a person chosen by the members present at the meeting to preside for the
occasion.
34.
Five members of the
Executive Committee present in person shall constitute a quorum at any meeting
of the Executive Committee. "If within fifteen minutes from the time
appointed for the meeting, no quorum is present, the meeting shall stand
adjourned. The adjourned meeting may take place after two hours on that very dav or as decided by the chairman. At
such an adjourned meeting" no quorum shall be necessary to transact the
business for which the meeting was called for.
35.
Not less than seven clear
days notice of every meeting of the Executive Committee shall be given to each
member of the Executive Commitee. In case of urgency, meeting can be called at
the short notice with the permission of the chairman.
36. Every notice calling a meeting of the Executive
Committee shall state the date, time and place at which such meeting will be
held and shall, except as otherwise provided in these Rules, be under the signature
of the secretary.
37. The Executive Committee shall hold
atleast five meetings in a year at such times as the Chairman may decide.
38. Each member of the Executive Committee including the
Chairman shall have one vote and if there shall be an equality of votes on any
question to be decided by the Executive Committee, the Chairman shall in
addition, have a casting vote.
39. Any business which it may be necessary for the
Executive Committee to perform may be carried out by circulation amongst all
its members and any resolutions so circulated and approve~ by a majority of the
members signing, shall be as effectual and bindings as if such resolution has
been passed at a meeting of the Executive Committee, provided that atleast half
the members of the Executive Committee have recorded their views on the
resolution.
40. The
Chairman may refer any question which, in his opinion is of sufficient
importance to justify such a reference for the decision of the Government of
India and such decision" shall be binding on the Council and its Executive
Committee.
Functions and Powers of the Executive Committee
41. The
Executive Committee shall carry out the object of the council as set forth in
the Memorandum of ASSOCIATION.
42. The Executive Committee shall have under its control
the management of all the affairs and funds of the Council and shall have the
authority to exercise all the powers as delegated by the Council from time to
time.
43. REGULATIONS
i) With the previous
approval of the Council, the Executive Committee shall have powers to frame and
amend regulations, not inconsistent with these rules, for the administration
and management of the affairs of the Council.
ii) Without prejudice to the generality of the foregoing
provision, such regulation may provide for the following :-
a) The preparation and sanction of budget estimates, the
sanctioning of expenditure, making and execution of contracts, the investment
of the funds of the Council and sale or alteration of such investment and
account and audit.
b) Powers, functions and conduct of business
by Advisory Boards, or Committees, standing and other Sub-Committees as may be
constituted of, from time to time, and the term of office of their members.
c) Procedure for appointment of the officers and staff of
the Council and the institutes and services established and maintained by the
Council.
d) The
terms and tenure of appointments, emoluments, allowances rules of discipline
and other conditions of the service of the officers and staff of the Council.
e) Terms and Conditions governing
scholarships, fellowships and deputations, grant-in-aid, research schemes and
projects, provisions of extension services and establishments of research
centres and training institutes.
f) Such other matters as may be
necessary for the furtherence of the objectives and the proper administration
of the affairs of the Council.
44. Subject to these Rules and
Regulations, the Executive Committee shall have the power to appoint all
categories officers and staff conducting the affairs of the Council, to fix
the amount of their remuneration, subject to budget provisions and to define
their duties.
45. The Executive Committee shall
have the power to enter into arrangements with the Administration and other
public or private organisations or individuals for furtherance of its
objectives, for implementations of its programmes and for securing and
accepting endowments, grant-in-aid donations; or gifts to the Council on
mutually agreed terms and conditions provided that the conditions of such
grant-in-aid, donations or gifts shall not be inconsistent or in conflict with
objectives of the Councilor with the provisions of these rules.
46. The Executive Committee shall
have the powers to take over and acquire by purchase, gift or otherwise from
Government and other public bodies or private individuals, movable and
immovable properties or other funds together with any attendant obligations,
engagements not inconsistent with the objects of the Council and the provisions of these Rules.
47.
The
Executive Committee shall have the power to sell or lease any movable or
immovable property of the council; provided, however, that no asset of the
Council created out of Government, be disposed of, encumbered or utilised for
purposes other than those for which the grant was sanctioned.
48.
The
Executive Committee may by Resolution, Constitute Advisory Boards or special
committees for assistance in the working and for such purposes and with such
powers as the Executive Committee may think fit, and the Executive Committee
may also dissolve any of the. Committees and Advisory Bodies, set up by it.
49.
The
Executive Committee may delegate to the Director or any of the member and/or
other office of the Council such administrative and financial powers and impose
such duties as it deems proper and also prescribe limitations within these
powers and. duties as are to be exercised or discharged.
Programme Advisory Committee
50. The Programme Advisory
Committee shall have powers to finalise research, training, extension and other
academic programmes of the Council to promote the improvement of education in
the UT of Delhi!· Delhi State keeping in view the role of the Council as
outlines in Article 3 of the Memorandum of Association, it will be the
responsibility of the Programmes Advisory Committee to consider all plans,
programmes research proposals, etc. and to examine the academic aspects of the
work of the Council and to ensure coordinated approach to the development of
their programmes.

52. The Programme Advisory
Committee may appoint such sub-commit!ees as it may consider necessary to deal
with spec!al problems or programmes entrusted to them or with special aspects
of its work.
53.
The term of office of the
nominated members shall be three years from the date of their nomination.
However,' the nominating authority shall have the power to terminate or extent
the period of membership at any time.
Powers of the Chairman of the Executive Committee
54.
The Executive Committee
may, by resolution, delegate to the Chairman such of its powers for the conduct
of business as it may deem fit, subject to the conditions that the action taken
by' the Chairman under the powers delegated under the Rule shall be reported at
the next meeting of the Executive Committee.
Functions arid Powers of the Director
55.
Subjects to any order
that may be passed by the Executive Committee, the Director as the Principal
Executive and academic officer of the Council, shall be responsible for the
proper administration of the affairs of the Council and the institution of the
Council under the direction and guidance of the Executive Committee and overall
supervision of its Chairman.
Provided that the Director, may with concurrence of the Executive
Committee, delegates any of his powers and functions to any other officer or
authority appointed or established under these Rules.
56.
The Director, shall, in
all matters under his charges, have the powers and duties assigned to him in
these Rules and the Regulations or such powers and duties maybe delegated or
entrusted to him by the Council or the
Executive Committee or the Programme Advisory Committee.
57.
The Director shall
prescribe the duties of all officers and staff of the council and shall
exercise such supervisions and disciplinary control as may be necessary subject
to these Rules, and the Regulations.
58.
It shall be the duty of
the Director to coordinate and exercise general supervision over all
educational Research, Training Extension programmes and other activities under
the Council. The Director of the Council shall be assisted in academic
functions by the Heads of Departments.
Functions and Powers of the Secretary
59. The Secretary shall maintain a record of the proceedings of the Council and of the
Executive Committee and/or the Programme Advisory Committee and shall perform
such duties as
usually part in to the office of the
Secretary· and not otherwise specifically provided for in the Rules, and also
such other duties an may be assigned to him by the Director. He shall also
perform such duties and exercise such powers as may be entrusted or delegated to him/and/or
specified in the Regulations.
Property, Assets and Funds of the Council
60. The Council shall be fully financed by
the Govt and the funds of the Council will consist of the following ;-
i)
Grants made by the
Administration of Delhi/Delhi State and Govt of India for the furtherance of
the objects of the Council.
ii) Contributions
from other sources.
iii) .Income
from the assets and publications of the Council, and
iv) Receipt of the Council from other sources.
61. The
Bankers of the Council shall be such as may be appointed by the Executive
Council and the fund shall be paid into the council's account with the Bank
and shall not be withdrawn except through a cheque signed by such officers as
may be duly empowered into this behalf by the Executive Committee.
ACCOUNT & AUDIT
62. i) The Council shall maintain proper accounts and other
relevant records and prepare annual accounts comprising the Receipt and Payment
Account, Statement of Assets and liabilities in such form as may be prescribed
by the Government.
ii) The Accounts of the Council
shall be audited annually by the Chartered Accountants duly appointed by the
Council, and any expenditure incurred in connection with the audit of account
of the Council shall be payable by the Council.
iii) The accounts of the Council as
certified by the Chartered Accountants shall be placed before the Annual
General Meeting of the Council after the approval of the Executive Committee.
The Accounts so passed by the Council shall be sent to the U.T. of Delhi/Delhi
State.
Annual Report
63. An
annual report of the proceedings of the Council and of work undertaken during
the year shall be prepared by the Executive Committee for the information of
the members of the Council. A draft of the Annual Report shall be placed before
the Council at the Annual General Meeting for its consideration and approval.
The annual Report of the Council shall be forwarded to the Union Territory of
Delhi/Delhi State.
Amendments of Rules and
Regulations
64. Subject
to the provisions of Delhi Socities Registration Act (XXI of 1860) Rule the
Council may alter or amend its rules, and objects with the previous concurrence
of the Admn. of Delhi/Govt. of Delhi State, the following procedure shall be
followed :-
a) The Executive Committee shall
submit the purposed the approval by the absolute majority of its
members.
b)
The
Executive Committee shall request the President of the Council to convene a
special general meeting of the Council; according to the rules and regulations
for the consideration of the proposed amendments.
c) Amendments or alterations shall be effective if approved
by the absolute majority of the Council.
65. The records
and other Proceedings of the Council shall be made available by the Secretary for inspection to the Registrar of
Societies as per the provisions of Delhi Registration Act. -1860.
Dissolution
66. a) The Council shall not
dissolve on account of death or resignation of any members of the Council. A
special meeting of all the members of the Council shall be called for this
purpose according to Rule …………. Delhi Societies Registration Act 1860 and a
special resolution passed by 2/3 majority by the members of the Council shall
be necessary to request the Govt to dissolve the Council. The order for
dissolution of the Council shall be issued by the Government.
b) In case of
dissolution of the Council the liabilities and assets of the Council shall be
taken over at the book value by the Administration of Delhi, Govt. of Delhi
State who shall appoint a liquidator for completing the dissolution of the
Council. The creditors, loans and other liabilities of the Council shall have
preference and bear first charge on the asset of the Council at the time of
dissolution.
67. Terms
and Tenure of Service of Academic Staff
“The terms and tenure of service of
Academic and other staff of the Council should remain the same as available for
the Academic and other staff of the Directorate of Education, GNCT of Delhi
with such modifications that may be specifically adopted by the Executive
Committee from time to time.”
68. Provisions
under the Societies Registration Act 1860
i) Once in
every year a list of the office - bearers and members of society shall be filed
with Registers of societies Delhi as required under section 4 of the Societies
Registration Act, 1860.
ii) The
Society may sue or be sued in the name of president/ Secretary as per provision
laid down under section 6 of the Societies Registration Act, 1860 as applicable
to the Union Territory of Delhi.
iii)
Any amendment in the
Memorandum or Rules will be carried out in accordance with procedure laid down
section 12 &
12 A of S.R. Act, 1860.
iv) If the society need to be dissolved, it
shall be dissolved as per provision laid down under section 13 & 14 of the
societies Registration Act, 1860 as applicable to the Union Territory of Delhi.
v) All
the provisions under all the sections of
the society Registration Act, 1860 as applicable to the U.T of Delhi
shall apply to this society.
