Computer Education Project (CEP) is a highly
prestigious educational project of Delhi Government under introduction of
computer courses and integration of computer science teaching at +2 stage in
schools, aiming to import computer education to all the children studying in
government and government aided schools. It is an initiative to bridge the
digital divide between children of the rich and the poor, to improve the
prospect of children of govt. schools in the job and to keep pace with the
children of public schools.
Under CEP-III the provision of computer
education in 696 govt and govt aided schools has been made and in most of the
schools as per report of the Principal, installation and commissioning has been
completed. During the course of monitoring of labs, a number of discrepancies
have come to the notice of department. Now for smooth functioning of project
the following instructions are issued:
1.
Online
monitoring Performa is already uploaded. The Head of Schools / Principals are
requested to fill and send this monitoring report by 5th of every
month for the preceding be directly submitted to CEP Cell in sealed envelope month
online. Further hard copy of this report duly signed by the Principal, is also
required to be sent separately by 5th of every month. The Principal
must sign each and every page of monthly monitoring report. It must be ensured
that all the deficiencies are reported in the monthly monitoring report as on
the basis of these reports the payments to implementing agency are to be made.
In case of double shifted schools separate monthly monitoring reports for
morning as well as for evening shift needs to be sent by the concerned
Principal.

While
submitting the original copy of Monthly Monitoring report, please keep one
duplicate copy in your record for cross-checking and for inspection purpose.
3.
For the
betterment of education and services in CEP monitoring teams have been
constituted comprising of one Technical supervisor and one Assistant
Supervisor. These monitoring teams will visit a minimum of 4 schools per day to
check the hardware software and other infrastructure of the lab. They will also
attend practical and theory classes and will give suggestions to the
instructors.

Principals/
Head of Office should personally supervise the computer lab. One teacher may be
given the responsibility of checking the smooth functioning of the computer lab
on day to day basis.
5.
The computer
in-charge will daily visit the computer lab and will record the complaint
regarding deficiency on the same day in the register which shall be maintained especially
for this purpose.
6.
This register
shall have columns like nature of fault, date on which fault occurred, date on
which fault reported to company, complaint number, date of rectification,
remarks. This should be duly incorporated in the online report at the end of
the month.
7.
After
recording the deficiency it will be brought to the notice of Principal / Head
of the School who will report the fault to the company against complaint
number. The company’s contact numbers are 51648103,

8.
The
cleanliness in the lab must be observed and it should be ensured that the
computer labs are neat and tidy.
9.
Whatsoever may
be the reason computer teachers shall not be allowed to take regular periods
for subjects other than computer education.
10.
Computer,
tables and chairs should be used and kept only in the computer lab and these
articles are not to be used for any other purpose.
11.
As per
contract, the electricity charges for running the computer lab in the school
shall be borne by the contractor as per reading of electricity sub-meter
installed in the lab. The contractor shall pay the electricity bill as per the
electricity reading on monthly basis. The amount so received from the company
should be deposited with the government account.
12.
The Time-table
for the computer lab shall be prepared by the Principal/ Head of School/
Incharge of school with the assistance of senior instructor provided by
contractor for the school. It shall be ensured that at least 2 periods per week
is allocated to each class from VI to X and periods of class XII are allocated
as per prescribed by CBSE. The computer lab shall however be optimally utilized
for all 48 periods per week so that the maximum number of students are
benefited to receive computer education. The Principal of the school concerned
shall enroll the students to receive computer education accordingly.
13.
The Principal
must visit the computer lab at least once a day to monitor proper functioning
of computer lab.
14.
It must be
insured that all the deficiencies are mentioned in the report and no deficiency
is left because every deficiency has the penalty bearings.
15.
The academic
monitoring as a most vital part should be monitored as per given below:

This record should be maintained in the respective
labs and to be countersigned by the Principals everyday. This should be readily
available to inspection by the monitoring team.
16. The
practical/ Theory/ Project work of all the students should be reviewed by the
Principal with the help of Master Trainer/ Faculty members from time to time.
The Principals/ Head of Schools are directed to adhere
to aforesaid instructions strictly for
successful implementation of the Computer Education Project. Further important
clauses of the agreement between Dte. Of Education and M/s SSI Education- A
div. of Aptech Ltd. are also enclosed herewith for the information of Principals/
Head of the Schools.
